I don't know who decides how many you say for forgiveness for sins. I mean, it's the priest you talk to, but I don't know how he comes up with the appropriate number or anything.

As to how many, the only regulation I remember has to do with the rosary beads. Possibly a special after confession.

It is not used as a tool to forgive sins. The priests forgive the sins, but you say this so that Mary will pray for what you have done.
Many people are seeing it as Catholics praying TO Mary for forgiveness...but that is out of sheer ignorance.

You, decide how many you want to pray. Many like to pray the Rosary which is "53 Hail Mary's", 6 "Our Father's", 1 "Apostles Creed", 7 "Glory Be's", and 7 "Fatima".
A priest may also give you so many hail mary's to do penance and reconciliate with God ... but my priest usually gives me readings from the Bible, or spending x minutes giving thanks for stuff from toothpaste to my family.
Hail Mary is also a football phrase when the quarterback throws the football long in hopes for a miraculas touchdown.

Mary is the mother of Jesus our lord. She is the patron saint of all mothers. A Hail Mary is a prayer that, as legend has it, the virgin Mary herself taught to two children in Poland in the early part of the last century. From there she instructed her faithful followers to say a set series of prayers to reach heaven and obtain a station of life above what we have here on earth. Hail Mary is a prayer that is chanted as many time the priest gives you during your confession in the confession booth. Each bead represent a prayer that is why you see when someone is holding and praying they hold a bead and then go to another bead and moving to each bead as they complete a prayer. I used to know the prayers but since I do not participate in church any more I have forgotten the prayers.

The "Hail Mary" is a prayer http://en.wikipedia.org/wiki/Hail_Mary . If you say (or "do") 10 Hail Mary's you have to pray the prayer 10 times.
Traditionally repetitive prayers such as this are assigned by a priest during confession. I do not know if such things are still practiced - when I was a RC, I was never assigned *repetitive* (multiple) prayers after confession.
Performing (or reciting) "the rosary" also requires many repetitions of the "Hali Mary", I believe.

The penance of confession, prayers like the Hail Mary or the Our Father, are a symbolic penance. A gesture and act of faith. The real penance was performed by Christ when He suffered His torture and Crucifixion.
