It is not the envy that is a sin. It is the degree of envy that creates the sin. To think that the neighbor's wife has nice hair is envious, but not a sin. To think that your neighbor's wife has nice hair that you would like to play with, stick your face and other body parts in. Now that would be a sin.

But, in todays world,don't lose any sleep over it!

If you're wanting to be with this neighbor's wife in the biblical sense, then that would be lust...another of the seven deadly sins.
