Don't waste your time transferring. Leave Penn Station and walk 1 block east to the N/R/W/Q stop and take it to 14th street. You will come up in the middle of Union Square. No need to take to trains.

You will need to exit the Penn Station and walk a block east to Herald Square. That’s where you’re going to get the downtown (southbound) “N”, “R” or “Q” subway line (Yellow Line on the subway map) from 34th Street to Union Square. The fare on the subway is $2.25 one way ($4.50 round trip). Good luck Native New Yorker

From Penn Station, take the A, C or E southbound to 14th Street. Transfer to the L train and take that to Union Square.
Pretty straightforward.

Just walk to the extra block to the Herald Square stop and take a downtown N,Q,R or W train to 14th Street-Union Square.The Herald Square subway stop is in front of Macy's.
