When my dogs start barking, I usually look out to see what exactly they are barking at. They usually hush on their own. I have taught my dogs to be quiet by tapping on the glass that is in my door. I also tell them to HUSH in a stern, but firm voice. I have done this for several generations of dogs and they know that if I tap on the glass, then their noise is getting to me.
The dog next door responds when I tell my dogs to hush. I don't hit them, but use my voice to control them.

When he barks tell him NO in a firm voice. You can also take a can and put a few pennys in it. Every time he barks, shake the can and say no. The noise will startle him and he will stop barking. He will associate the can with your dis-approval and will learn that when you say no that it means No Barking.
This worked for Me

You should get a shock collar. It gives the dog a little shock whenever it barks (It won't injure it). Some breeds bark more than others and I'm planning to get that for my pomeranian soon.

you cant make a dog not bark but you can train him where your reprimand him when he barks. Then, if he stops barking then you praise him but make sure to be clear about what you are praising him about.
