Even a person with and IQ of 40 can communicate and operate as a normal human.

IQ = Intelligence Quotient. It is a rough (very rough) measurement of knowledge, thought processes, and problem solving. it doesn't involve the functions of the body that operate the human body. IQ only concerns itself with intelligence.

So a person with an effective IQ of 10 or less could still walk, eat, drink, see, hear and otherwise move. They could mouth words and make noises, but they probably couldn't carry on intelligent speech.
