1st is higher than 2nd, and sorry Sweet Pea, but butter bar is 2nd because it is gold (butter is yellow/gold), whereas 1st is silver. Just like a Major's rank (O-4) is gold and Lt. Col (O-5) is silver.
People are commissioned as 2nd Lts and after two years are automatically promoted to 1st Lt (or atleast the US Army does)

The higher rank is a 1st Lieutenant.
The lowest ranking Officer in the Army is the 2nd Lieutenant. Then you get promoted to a 1st Lieutenant, then Captain (my husband's rank), then Major, then Lt. Colonel (my father's rank), then Colonel, then Brigadier General, Major General, Lieutenant General, General, and lastly General of the Army.

Sergeant significant of the Marine Corps is the utmost enlisted rank, and technically that's below 2LTN, yet any Lieutenant properly worth his funds will tutor slightly appreciate for a Sergeant significant.
