I would interpret that (in a philosophical way) as living with one's foot on the brake is living cautiously, without risk. So, taking one's foot off the break is living full out--living a life full of experiences and thrills. Sounds good to me. :)

Yes. Seriously, in a traffic jam on the expressway, if everyone decided at once to take their foot off their brake and hit the gas, the traffic jam would be over, because there is nothing up ahead that would stop anyone. There are no stop signs, no red lights, and no brick walls. Up ahead, there is simply more road.
There is only 1 reason why there are traffic jams on the expressway: people driving too close to one another. For example, if everyone is close to eachother, and suddenly some moron decides to cut someone off, or someone merges onto the expressway too slowlyand makes everyone have to hit their brakes, then there is a "slinky dragged across the floor" affect, where one car brakes, and the car behind has to brake even harder, and the car behind that one has to brake even harder, and suddenly, 1/2 mile back, people are coming to a complete stop, and have no idea why, since the traffic 1/2 mile ahead is already moving again. People, learn how to drive!
