CI Agent is one product that meets your description.

CI Agent is a non-toxic, non-hazardous, non-corrosive, non-carcinogenic environmentally friendly petroleum-based blend of polymers, used to immobilize petroleum and related petrochemical emergency releases on land and water.

Having met all the criteria for being listed on the Environmental Protection Agency, National Contingency List Product Schedule, CI Agent is a dry granular powder specifically blended to encapsulate petroleum-based liquid spills through the rapid transformation of a liquid material into a cohesive rubber-like mass upon contact. Unlike absorbents that soak up a liquid through expansion, CI Agent solidifies the liquid into a removable mass with minimal volumetric increases and retains the liquid for easier removal. This eliminates the "dripping" effect, that you get from absorbent materials by not allowing the liquid to escape or be squeezed out and thus, greatly minimizing any residue or contamination.

CIAgent can be used to treat spills or as a preventative measure where a spill is likely to occur in many applications. CIAgent is a powder that can be put on spills such as oil, diesel fuel, hydraulic fluid, transmission oil and any other petroleum based fluid and it will solidify it into a rubber-like mass. Then the solidified product can be used as a fuel or sold to companies that produce as a filler to add strength and flexibility to their products. If you choose to, in most cases the waste can just be thrown away. That's right, once CIAgent solidifies a fluid, you may dispose of it in the trash (Check with your local EPA for restrictions)

The application rate may vary with the viscosity of the liquid, however, to solidify a hydrocarbon normally requires ratio of 4 to 1 CI Agent…pick up ratio and speed of solidification will vary with the type of hydrocarbon, the amount of volatiles remaining, temperature, and the viscosity of the liquid.
