i would use my memory and my past experience to remember and determine a difficult staff management problem that i faced and the steps that i took to resolve it. then tell the interviewer this problem and how i fixed it as well as subliminally hinting at other strengths that pertain to the job opportunity.

The interviewer is testing how you handle staff issues.
This is not something you can fake, but you can prepare.
Recall some situations you have dealt with previously.
If you are new, you may have to dig back to school.
Perhaps you were the one being (mis)managed.
They want a positive approach which deals with issues.

Seems pretty straight forward to me...

When I took over my current team production and moral were low. I fixed them both by ________ and that led to ______. Once that was happend ______ took care of itself.
