I'm going to say, in America at least, the Bush administration.
During the time Bush has been in office the online gambling market has flourished. Instead of taking a sensible approach and monitoring, taxing, and regulating the industry, the administration buried their head in the sand for a while and pretended it was not happening. Then rather than actually consider the the ramifications of online gaming, they pointed to a anti-sports betting law that was written in the late 60s as reason that online gambling should be illegal.
The Bush administration continued to hem and haw about th issue until in late 2006 corrupt politician Bill Frist, slipped an anti-gambling bill into an unrelated anti-terror bill under cover of darkness. The bill was passed but interestingly enough it completely legalizes some forms of online gambling including horse race betting.
The law was passed in a completely undemocratic manner against the will of the vast majority of people in this country. All it has achieved is to push online gambling further underground where it cannot be regulated properly. At the same time it breaches our contract with the WTO in that we are allowing American firms to offer online lotteries and online horse race betting, but not allowing for example online poker or sports betting.
The whole situation has been handled about as sensibly as the war on terror. We currently have a semi-prohibition in place. Americans wishing to play have to sneak money into third party off shore companies in order to play. Children can end up gambling, because there are no proper regulations in place.
If the government took a sensible stance, and made online gambling completely legal and regulated, then major American companies could get involved. Problem gamblers could be identified easily and steps taken to ensure they are taken care of.
So while there will always be problem gamblers, when it comes to online gambling regulation and monitoring the industry is called for, not semi-prohibition.

Whether on-line or not, gambling is accessible in most places. If folks want to gamble (as I do) they will find a way to do it from going to Bingo to going to casinos.
I don't see on-line gambling sites any more problematic than other places folks can lay their money down.
My belief is that folks who get into trouble gambling have no self control. That is probably true in other areas of their life too. I have seen studies that indicate these folks are addicted (like a cocaine addict) but I refuse to see it as an illness. As with anything from eating chocolate cake to doing cocaine, at least the first several times, they had a choice, and in most cases still do.
We now treat a lack of self-discipline, regardless of the thing being abused, as an illness. If you eat too many Whoppers, its not your fault - its because you are ill and they are too available.
Sorry to rant, but I see a very bad trend in our society to say nothing is anybody's fault. It's always either an illness or the fault of someone else for making the product or substance available. I don't buy it. Own up to you weakness, and get some help controlling them if you can't do it on your own.

It's a combination of both. Without the easy availability the gamblers wouldn't be able to gamble, and without the gamblers there wouldn't be so many game suppliers catering to their demands.
