If zoning regulations won't allow you to bury the dog, you can have him cremated.
There are pet crematoriums listed in the phone book or you can take him to a vet who will arrange to have him cremated.
If you want the ashes back, individual cremation is a bit more expensive.

Is it your dog? Then take it to your vet's for proper disposal.
If it is a dead dog in the road, then look in the blue pages of the phone book and they list "dead animal disposal"

Pet Cemetary.. A friend who will let you bury the dog at their farm.. The vet can have your dog cremated.. How long has the dog been dead? You might want to decide pretty quickly what you are going to do.

Our local humane society offers cremation for deceased pets at a small fee. Call your local animal shelter to see what options are open to you.
