The best 2007 vehicle under 25K for putting a grin on your face is the Mini Cooper S. You can get one with a few options for just under $25K.
For a roomy, safe family car, the new Ford Taurus is huge inside and top rated by IIHS and the Feds in frontal, side, and offset collision tests.
For fuel economy, you still can't beat the Toyota Prius.
For cargo capacity, the Hyundai Entourage GLS will hold more than any SUV, and Hyundais are now the equal of any car in quality.
If you ski three months of the year, live in northern Manitoba, or live on acreage with no roads, so 4WD is a must (no other excuses are accepted) a Honda CRV EX AWD (no leather or nav) is a good choice.
If you are a member of an off-roading club and expect to climb the Rubicon Trail on a regular basis, there's only one -- The Jeep Wrangler Sahara. (The Jeep Wrangler Rubicon is better, but it's outside your price range)
If ya gotta have a sports car, your best choice is the Mazda Miata MX-5 Grand Touring. (The Pontiac Solstice and Saturn Sky have no trunk.)
At the other end of the scale, if you need to tow a 6,500 lb trailer, you could outfit a Ford F150 with all the necessary options (5.4 liter Flex fuel V8, tow pkg, limited slip differential, traction control, trailer mirrors) plus all the nice packages and still come in $90 under your limit.
A vehicle that is versatile, all-weather, and reliable is a loaded Subaru Forester Sports X. (You may have to get a 2008.)

You can get one pretty much loaded up for around 24-25k.
