The rules are the same whether you're military or civilian. Only a DOT/EPA licensed import and conversion firm can import a non-conforming vehicle. The old days of GIs bringing cars back for "grey market" conversion are long since past.

Any vehicle otherwise imported must be exported permanently after one year. You'll have to post a 200% - 300% cash bond with US Customs to get it released. It cannot be operated on public roads; use is limited to show or sanctioned racing events only. There are exceptions for testing, demonstration or movie productions. If the vehicle is not exported by the end of the one year period, the bond is forfeit and the vehicle is subject to confiscation and destruction.

if your stationed in japan tranfering back to the states not to hard, but if you just want to get a car from japan to us without being stationed there you are pretty much in the same boat as everyone else.
