Definitely NOT a beagle! A beagle would go crazy in a small apartment; they were bred for hunting. They can howl. And they are known for getting loose and getting so interested in tracking smells that they wander away and become lost. But if you had done your homework you would know that!
You haven't a clue. You want instant answers without having to do the work. No one can compile all the facts about all the small dog breeds into one simple answer for you - you have to do the research and know your lifestyle and what would be best for the dog. Talk to a vet or vet assistants. READ!! Educate yourself. And do that first BEFORE you get the dog; not the other way around. The pounds are full of animals who are being put to death or waiting for a home that will never come simply because foolish people didn't bother to do it right the first time - and then dumped their devoted friend at the pound when it didn't "work out" for whatever silly excuse they make up (pick one): the dog is too big, the dog is too noisy and the neighbors are complaining and calling the police, I don't have time to care for the dog, the dog is dirty, I'm getting married and my fiancee is allergic, the dog has fleas, I'm moving, I'm getting pregnant, the dog chews up everything, I just lost my job, the moon is full, the grass is green, etc. -- well you get the idea.
Take your time and do your homework first. If you are truly commited to a dog, you will want to do what is kind and best for the dog. If this is just a burst of whimsy or a fashion fad, then don't do it. Remember, this is a LIFETIME commitment.
And for heaven's sake, don't get an Australian Shepherd as someone here suggested. If this is their idea of a joke, it's not a very funny one. Australian Shepherds are extremely HIGH energy dogs and enjoy herding sheep and working 8-10 hours a day. Both you and the dog would go insane in a little apartment. You couldn't possibly give him or her the exercise they need.

In an apartment, you don't want a noisy dog, and beagles are notorious for barking a lot. Small dogs seem to be barkers, but apartments frequently limit the weight of pets (don't ask me why; I'd much rather live next door to a quiet big dog than a yippy little one).
King Charles Spaniels are SOOOO cute, small, but not too tiny. I also love English Bulldogs. They don't require a lot of exercise and aren't big barkers. I have a pug, which I got because they were supposed to be lower-energy and fairly quiet, but this is one of the dumbest dogs I've ever seen, to be honest. Also, you have to be really careful about a pug getting overheated, and they have a lot of health issues.
The best dog I ever had (NEVER barked, smart, couldn't be sweeter) was a boxer. And, I lived in an apartment for quiet a while with her. They are high-energy dogs, though, so long daily walks (or a fenced dog park where they can run) is necessary. If I were getting another dog, I'd get a boxer.

I would suggest doing some research on the dogs that you are interested in and choose one who's level of activity fits your own.
One website that was very helpful when I was researching the same thing was www.dogbreedinfo.com. The website gives a lot of information including size, temperment and if it does well indoors/outdoors.
My suggestion for an apartment dog is a Shiba Inu. I have had my puppy for about 3 months now and she does great in my apartment. We usually walk her 2-3 times a day. Inside she is fairly calm, and is happy chewing on a bone or chew toy. She does shed in the winter and summer, but regular brushing and a bath once a month or so keeps it from getting bad. She hardly ever barks, mostly when we are playing with her of if the cat is harassing her. She loves the other dogs we meet on our daily walks! She is a quick learner, but can be a little stubborn. Beagles can howl but they are great with humans just pet it lots and keep it fit because mine is like 20 pounds over weight so he not so active. If you don't get a beagle get a small dog for your apartment.

Beagles are small dogs. They are difficult to train for beginners as they have very short attention spans.
Walking a dog everyday does not give us much to go on. I would go to the AKC website and they have a test that will help.

I work at a dog grooming shop and a beagle would really be to hyper for an apartment. I think a good dog for you would be a yorkie or a miniture poodle

Well if you live in apartment, pretty much the only breed of dogs you can get are small ones. But you can get a French bulldog- they are hyper though. But if you want a beagle, get a beagle.

Beagles are intelligent, but as a result of being bred for the long chase are single-minded and determined, which can make them hard to train. They are generally obedient but can be difficult to recall once they have picked up a scent and are easily distracted by smells around them. They do not generally feature in obedience trials, for while they are alert, respond well to food reward training and are eager to please, they are easily bored or distracted.
Beagles are excellent with children and this is one of the reasons they have become popular family pets, but they are pack animals, and can be prone to separation anxiety. Not all Beagles will howl, but most will bark when confronted with strange situations, and some will bay (also referred to as "speaking","giving tongue" or "opening") when they catch the scent of potential quarry. They are not demanding with regard to exercise; their inbred stamina means they do not easily tire when exercised, but they also do not need to be worked to exhaustion before they will rest, though regular exercise helps ward off the weight gain to which the breed is prone.

The kind that picks you and you love the most. Breed is only an indication; there is too much individual variability to go by that. Go to a shelter or middle-sized dog breeder and see what moves you.
