Call your vet and tell him it is getting worse and go from there. He may want to follow up with a skin scraping (if he hasn't already done that).

Your vet was certain it wasn't mange?
Mange is the first thing that pops into my head when you say it's falling out badly.
Next thing I think of is allergies, food, or flea allergies seem likely.
What kind of food is your pup on? Consider a holistic diet, one made especially for allergy prone dogs, duck and potato, or venison are some great choices. Also consider adding Omega3-6-9 supplements, and fish oil capsules.
Good luck
BTW if it were me, I would go to a different vet, because it really does sound like something medically related.

What kind of puppy do you have? Pit bulls and other species are prone to Mange Demodex. This is generally passes off form the mom. It is a natural mite that lives on dogs, that can cause skin irritation after birth if mom has it, some female dogs flare up when they are in heat. our 6 month old pit bull has it and is taking an oral treatment to settle it down. check the web site below or google Demodex on dogs.

Is it mange? My cat was loseing hair and I found a iteam on ebay that cleared him right up. He now has hair all over his body. Here is the link if you are interested. It cost me 30 dollars over all. But it was worth it in the end.

She has already been to the vet. So it is clear it will get worse before it gets better.
