Making vegan brownies and recipe calls for 1 Tbs. I don't have any arrowroot powder and can't get to the store. Will cream of tartar do, or can I use something else?

Arrowroot powder is a thickner. You can substitute corn starch. Not sure why you are using arrowroot in brownies. I checked three different vegan brownie recipies by doing a google search and none called for arrowroot. All recipies.com has a nice vegan brownie recipie.

Here is a recipe that doesn't require any corn starch or arrowroot. Hope it helps!
Vegan Brownies

2 cups flour
1 cup water
1 cup brown sugar
1 cup white sugar
1 teaspoon salt
1 teaspoon vanilla
3/4 cup cocoa powder
1/2 cup vegetable oil
1/2 teaspoon baking powder
Cook water and 1/2 cup of the flour over low heat, stirring constantly, until it reaches the consistency of a gluey paste (yum).
Remove from heat and let cool completely.
Mix sugar, salt, vanilla, cocoa powder and vegetable oil, and then add the flour-water mixture.
Mix well.
Add the remaining 1 1/2 cups of flour, plus the baking powder (you can add dried fruit, nuts, chocolate chips whatever you like)
Spread mixture into a greased 11x7" pan.
Bake at 350º for 25 minutes, or until knife inserted into center of pan comes out clean.
