i know my grandfather had the same problem, he is on plavix after having stents put in. They said there is an adjustment period and it can causing serious congestion and leading to lack of sleep. I would call his Dr. and let them know whats going on and what he can do. For the mean time, run the shower on hot and keep the door shut and let him sit in there for a few it causes a stem room and helps loosen everything up and help him breath, just don't let him stay in there too long.
Hope he feels better!

Your father's doctor should answer this question, because the doctor is aware of the full list of medications that your father is taking. In the meantime, perhaps a hot shower will help your father breathe a little easier. I hope he feels better soon.

Have him sit in the bathroom while you start the shower. Make
it hot enough for steam to fill the air but not to the point where it creates its own breatheing problem.Let the shower run. About 10 minutes of breatheing steam whenever he needs it will work wonders, with no drugs, no chemicals.

I've also been having extremely bad congestion for about the last month (waking up in middle of night because of it)

Sounds gross, but nasal irrigation can help. Use those saline sprayers, or if you're really adventurous, a neti pot/squirter thing (they had them at the checkout counter at Walgreens last time I went there. Creepy, but oddly comforting.)
Breathe Right strips are also good. But nasal irrigation w/saline will help flush out the snot and keep things moist and clean.
It's gross. But hey, ya gotta do gross stuff sometimes in the pursuit of health.

They do make a special decongestion medication for people with high blood pressure, etc.
Best thing to do is pick up the telephone and call a local pharmacy. Ask to speak to the pharmacist. And tell them the problem and ask them what he can take. Tell them all the meds he is taking.

he can east fresh or candied ginger, eat peppermint candy
or he could drink chicken soup or broth.
It will help him some to sleep sort of propped up - at a 30 or even 40 degree angle.
Hot showers can help, by naturally causing the nose to drip , hence, clear out some.
