im looking to get my first tattoo but am confused on where would be the best place to go. I have herd that L.A has the best artist and since I am staying in this city for a little wile i would like to get a tattoo wile I am here. I am looking to get a half sleeve of maybe
dragons mixed with skulls in a Japanese's theme.

First of all, Kat Von D is only good at portraits and anyone who takes walk-ins is definitley NOT someone you want to be going to. True Tattoo in Hollywood is a pretty cool shop, this was the shop that Chris Garver owned prior to being on Miami Ink. Clay Decker (one of the artists there) is wonderful, I am still in love with my first tattoos that he did for me.

If you are just going to be in LA,
for a short while, you may not be
able to get an appointment with a
really good artist. They are booked
much to far in advance. Months ahead.
Maybe you could look up, who won
awards at the Inkslingers Ball. They list
who got 1st in Japanese Style, etc.
There are hundreds of artist in the LA basin.
Way too many to list, sorry...I would think
most are on line...Think Before You Ink

i would not say that L.A. is the best place to get a tattoo and that the best artists are there. great artists are spread out thru america but if i were in the LA area i would go to ignition tattoos in apple valley california, just a short drive out of LA. their best/most popular artist is nikko hurtado and he is amazing but what you are talking about getting isn't something he usually does but i bet he could create something amazing for you.
