Nice air-conditioned public library maybe, or a bookstore. Consider the fact that women in that age group are probably not going to bars and spending money, and if they are in an under-age club they'll have their shields up.

if you have beach near you or summer camps usually the assistants there are from 17-22 or something try that or maybe in summer school!

Ask your local guys, and follow them, as Rhiannon said, the girls can't be fair behind, and Get a clean shave and good deo when you visit them.
