Apple's iPhone supports some web applications like Google spreadsheets using its built-in web browser.

Most cell phones that support applications come with them. The cell phone companies don't want you installing applications or games that they didn't sell to you. It's a racket. You own the phone but they don't let you install your own software.

That said, there are software development kits for certain cell phones (iPhone and other high end phones). Sooner or later you'll start to see more things become available. For example Google word processor and spreadsheets probably work OK on iPhones (haven't been lucky enough to test this yet).
