Of course, and they talk back to us--more like a conversation. The siameses I expect this from but I'm rather surprised that the tabby is so chatty and expressive. We don't speak the same verbal language but we seem to understand what each other means. She has certain burbles and tweets that mean specific things (like "I am hunting a bug" which means she can jump on anything during the chase, house rules). She has a certain meow when she sees the catnip baggie in my hands (and the other cat comes running when he hears her make this sound). The siamese doesn't have such a range of expression, but he doesn't seem to need to be understood--mostly is blissfully happy just getting your full hands-on attention.

I talk to my cat all the time. I think that she talks back to me. Sometimes we have quite the conversation :)

Yup - sing to him, too. He really likes that, purrrrrr. In general, I find his conversation both more pleasant and more intelligent than that of most people. Best thing is, he never mouths off when he doesn't know what he's talking about.

Yes, I have to. She's always asking me things (like - Meow? Mrrar? Mgrir?) and so I guess what it is she's wanting to know and answer her. She looks me in the eyes and listens carefully to everything I say, and I believe over the years she's learned a lot of our words and phrases and what they mean.
