It's not dependent on how much money you make, but if the person meets certain requirements. I have attached a link explaining the rules for a dependent.

There's no minimum amount of money you have to make to claim a dependent, but if you don't owe any income tax, then claiming a dependent would not usually make any difference unless that dependent qualified you for EIC.

There is no set amount of money you have to make. If you have a dependant you claim him/her. Unless the dependant is an adult then the adult must be disabled or make less than $12,000 a year.
