All cruise lines, except Carnival, require that at least one person age 21 or older book the cruise and be in cabin. For Carnival the minimum age is 25. Also, there are exceptions if you are married.

IN any case if a person 21 or older books the cruise the others in the cabin can be any age. And, you cannot have someone over 21 book the cruise and not go or try to switch identities as they do check ID's, normally passports, very closely.

The following cruise lines will let you cruise alone at 18

American West Steamboat Company,
Cruise West,
Cunard,
Oceania,
Orient Lines,
P&O Cruises,
Peter Deilmann,
Regent (Radisson) Seven Seas Cruises,
SeaDream,
Star Clippers,
Uniworld
and Windjammer.

However, they are expensive. Carnival requires everyone to be over 21. If anyone is under 21, then there needs to be someone 25 in the same room.

from Carnival's web page:

How old do you have to be to travel alone?

Guests are required to be 21 years old (on embarkation day) to travel. Guests under the age of 21 must be accompanied in the same stateroom by a parent or guardian 25 or older. The exceptions Carnival will make to this policy are:

Married minor couple - The booking must be documented that the couple is married. The couple must have proof of marriage at embarkation or they will be denied boarding without the benefit of a refund.

You have to be 21 to cruise if you travel on your own. If you travel with an adult of 21 and older, you are okay.
