Has he had a problem with constipation in the past? If a child has one hard, painful BM, they will hold it until they're going to bust because they're afraid they're ALL going to hurt. And, if one of his first experiences on the potty was like that, that's his association.
If you suspect that's his issue - try this: run him a warm bath with 2 oz of baking soda in the tub. Give him some toys and let him play in the tub for up to 30 minutes. The baking soda in the water will make him relax and go. (And if he doesn't make it to the potty, no worries! The tub is washable!) Then, make a habit of going - have him sit on the potty for 15 minutes at a time after meals or something like that. Eventually, he'll "train" his body to go.
The other possibility is that he's afraid he'll be flushed down too. (Don't laugh, it's more common than you think for kids to be scared of that possibility!) in which case, I'd suggest a non-flushing potty chair until he gets used to the idea, and have him watch you flush his stuff down, (so that he sees ONLY pee and poop go down that drain!) then move the seat of the chair onto the toilet so that he doesn't feel like he's going to fall in and get flushed.
Good luck!

How about right after he eats a big meal, take him to the bathroom and make him sit on the toilet until he does # 2. Bring books or a game or something to occupy him so he doesn't try to run off, and then when he does do #2 in the toilet, praise him a lot. Goooooood luck : ]

try bringing him in the br when you or your other half has to poop. I know this sounds strange, but he probably has only seen you guys pee in there, right?? Maybe he figures you guys poop somewhere else? sing to him while he poops too maybe? Or while your encouraging him to poop. Does he have any fears of the toilet? Some children are afraid of falling in or getting flushed down the toilet. Also explain to him he can pee WHILE he poops if he sits down.

He might not like the feeling of straining to go on the toilet..ring butt. If you want him to start understanding that poop goes in the toilet, whenever he soils himself take the diaper or underwear into the bathroom and dump the contents into the toilet and explain to him that that is where it goes and he should do his poopy there on the toilet instead of his pants. Don't be harsh but do be consistent.

this is gonna sound strange but it worked for me, i am raising my lil bros one 8 and one 4 the 4 yr old would stand and pee in the toilet but did not like to sit on it, some one told me to turn him backwards stradeling the toilet facing the tank because that way the dont feel like their falling in, there butts are small and the hole is pretty big, i thought she was crazy but tried it eventually any way AND IT WORKED true it took me about 3 weeks to get him to turn around and use it correctly but i had no trouble with him after that
Good luck, I hate potty training!!!!

the thing i did with my son (he was younger but it still worked) was when he pooped in his underwear (not pull ups) I would make him help me clean the poop out of the underwear. it was so disgusting to him that it only took twice and he quit.
