every once in a while my sister who is 10 stacks up two pillows and humps them for pleasure what can i do to stop this

I suggest you just leave your sister alone. Masturbation is a normal behavior and there is no set age as to when girls or guys start becoming aware that they are sexual beings. There is also no set age on learning about your body and how it functions.

What are you doing watching her? If you walk in on her, just quietly walk back out shutting the door behind you.
