In all seriousness, I would get animal control to pick it up. I know it's cute and you just wanna hug it....but if you're not going to bring it in, and you're afraid it'll get hurt outside, you will need to bring animal control in for its safety.

First of all, never feed a stray cat unless you want them hanging around forever, lol. Also, never feed a cat milk. He's not a cow, he's a cat. Go buy some cheap at food at the store. Or give him a can of tuna. NO MILK!
Here's what you do. Take an old laundry basket, or some cardboard boxes, or those plastic storage box things. Get an old blanket and stuff. Make a little waterproof kitty house. He'll hang out in there if he wants to. I'm sure you've got something you can use. Put the kitty house back in the bushes somewhere where the dogs won't get it. Put it in a spot that is away from the wind, if you can.
Get creative. Either make him a kitty house, let him crash in the garage, or capture him and take him to a shelter. Those are your options. Good luck.

Find a no kill shelter for cats in your area and deliver it there. If the cat has a microchip like strays from the shelter do, it will help reunite the cat with its owners. As a short term solution, staple a trash bag over the top, back and bottom of a cardboard box. Put it in a safe spot outside for the cat. If it stays in (if it wants to) the box, it'll stay dry.
Otherwise keep the cat in an enclosed bathroom with the door shut, water, cat food, and a cat box with kitty litter in it.
The cat could also be a cat with a home just hitting up houses for the best meal ticket.

You obviously should listen to your' mother. On the other hand I completely understand how you feel I just recently about a week & a half ago I took in a homeless cat, even sadder I found the owner days ago & they said I could keep him. I myself am an animal lover. If you can't bring her/him in maybe you can take a little money of your' own and pick up some cat food that way you can at least feed him/her and him/her being in the stairwell at least says that he has some type of roof/enclosure to keep him/her out of the weather even if the hallway isn't heated it's not cold enough yet for it to be a threat to him/her yet. Picking up that cat food and going out to the hallway a little earlier than you do in the morning will give you time to feed him/her and show him/her some loving which I'm sure the kitty is craving just about the same as him craving food. By you doing that it should give you time to put up fliers around the neighborhood to hopefully find the owner. I'm not sure how old you are or what part of the country you're in but use your' head be smart, when you go to put up fliers maybe you should take your' Mom with you just to make sure you are safe just like you want the kitty to be safe. You know by doing that you can introduce your' mother to the kitty and maybe if you don't find the owner she'll reconsider you keeping it. The good thing she can consider, is that the cat is obviously an outdoor cat and knows its way back 'cause you say he/she is always in the same hallway. So in that case he'll keep coming to where he is getting attention and being feed and she shouldn't need to worry about having a litter box. On that note I will tell you that I am very proud of your' sincere heartfelt feelings toward wanting to help an animal when you don't even need to it's obvious to me that you have a very good heart when it comes to others don't ever loose that, but at the same token make sure that you keep yourself safe first. Remember you're #one and if you don't keep yourself safe you wont have opportunities to help others whether it be animals or humans. Unfortunately you need to be allot more careful when it comes to helping humans/strangers. Good Luck, I wish you and the kitty the best and I admire you wanting to help this homeless cat. Cats are very good at finding dry places against the sides of houses and under bushes. We have two who were strays, they both sleep crammed into corners of the furniture like they're welded to the spot.
Don't worry about the cat, he/she has a few safe areas in their territory which are dry, they go find them when the weather gets bad. What's important is to have food and water for them, if they need it.

Call around, find a shelter you can bring the cat to - there are plenty of no-kill shelters around!! Look in the yellow pages for a shelter, or call a vet who can recommend one.
Don't give the cat milk, it is in fact bad for it. It's an old wives tale that they should have it.
Please get this kitty a home!

Take the cat to your local anamal shelter, or call the anamal shelter and they will come and get it. Then go around your town and put up flyers saying: "LOST CAT " then list what color fur it has, what color eyes, and speacial markings it has. Also put the phone number of the anamal shelter. The cat should be found in no time!

well don't feed it any more milk cats r lactose intolerant
leave it alone it will go some place that is dry if it hangs around try to catch it in a trap and bring it to a shelter or someone who would like a cat

call the SPCA or bring it to the nearest animal shelter but not the pound because if an animal stays there for too long they kill it but at least in a shelther they put ads in the newspaper and try to help the animals find a good home.

Either leave the kitty outside and it will find it's way back to where it came from and if any luck ---he/she will find a loving home on its own--or call a no kill shelter who will come get the kitty. Make sure it's not a neighbors first. Good luck.
