I understand many lake communities have regulations. I live in Minnesota and own a small "harbor" that has access to the lake. This harbor has a lot of weeds / vegetation that make it difficult to swim or move the boat around. Also, the wind doesn't move the surface so algae accumulates rather quickly. I've raked, skimmed and pulled but can't seem to make a dent. How do I rid myself of this issue?

I already told you, you can't put anything into a lake without permission from the Dept of Ecology. The biggest reason for the algae bloom in the lake is the use of ferts. on your lawn !
You can rid yourself of that issue if you support the environmentalists in their fight against the pollution that contaminates your lake that causes all the over-growth of algae. Global Climate Change is also part of the problem as it raises the temp. of the water, giving the algae a favorable environment for growth. Everything in Nature is connected !

Do not put any form of copper in a body of water.

I recommend that you contact the agency that has jurisdiction over that body of water and get their recommendations.

Technically, you CAN, but it's illegal without permission. And, I seriously doubt if you'll actually get permission.
