the person is saying that they are both tired and sweaty, but if they had to choose, they would say they are more tired than sweaty... sorry if that was even more confusing.

The phrase means in proper english:

You want to know how I am doing? Mostly, I am feeling very tired. However, I am also feeling very sweaty.

The person was trying to say that the feeling of being tired is the most important aspect of how he/she is feeling but that feeling sweaty is almost as strong. Sweaty is refers to how you feel when you perspire due to heat or from physical exertion such as exercing.

imagine a race, with two runners. the first runner is named "tired." the second named "sweaty."

in this case, the racer named tired is winning the race and the person named sweaty is running a close second, meaning the runner named sweaty is in second place but pretty close to the first runner.

make sense? the person is saying they are tired... and sweaty!

"Running a close second" is a colloquial term meaning if there were a race And the first prize went to "tired", the second prize would go to "sweaty". Obviously it's not literal.

It means if the person's feelings were in a race, "tired" would be winning, and "sweaty" would be coming in second, but it would be a close race.

I would guess that to be an answer from a person who has been exercising. Their reply was that the main feeling they have is exhaustion from the effort they just did. Then they made it funnier and more unique by saying that the next most important effect on them right now is that they feel sweaty from their efforts.

if you re- worded it you could say, ''tired and sweaty'' the wording ' running a close second' means nearly as bad or good as the first

Basically he is more tired than sweaty, but not by much. He is almost as sweaty as he is tired.

The person is just trying to tell you that he worked too hard, to the point of sweating.
