my public speaking instructor is looking for an answer

Hi, actually it is believed dogs bite the air because they are trying to get air. The force of air enters their mouth at a high rate and they bite as a gasping mechanism to retrieve air. Some dogs close their mouth and breath through their nose when hanging out the window and when this occurs you don't see them bite the air as often until they open their mouth.

GREEN TREE, Pa. - Doggone it! Rover won't be able to hang his head out the car window any more if an 11-year-old boy gets his wish.
Marc McCann came up with the idea of ensuring that dogs are restrained while in cars as part of state Rep. Tom Stevenson's annual "There Ought to be a Law" contest.
Stevenson submitted a bill to the House Transportation Committee in June that would require drivers to keep their dogs' heads inside the vehicle at all times. Stevenson also wants animals restrained, either with some kind of modified seat belt or in a crate or carrier box.
"I never did like dogs sticking their heads out the window," said McCann, one of more than 500 students from his legislative district who proposed laws. "Maybe a sign might have been too close to the road and they'd get hit. Maybe they'd jump out the window on a highway."
Stevenson said the bill will protect "not only human lives, but pet lives. I think it's going to be a great idea because it's going to cut down on driver distractions."

Noticed that myself when my dogs had their heads out the window.
The wind dries out the saliva in their mouths. They close their mouths to moisten their mouths (get the saliva back in their mouths.) You will notice when they do that they look like they are swallowing as well.

Anyway reading Puppylover_97's answer ticked me off royally. Another S.A.E. (self appointed expert) Moron wanting to get stupid laws passed when they don't know what they are talking about.
Sounds like that kid is planning on making a career with OHSA doesn't it? He'll be aright at home with all the other S.A.E. morons that come up with OHSA's inane rules and regulations.
Now I'd better shut up before I get really mad.

They are protecting you. If you watch closely, they do it as a car approaches and goes by. If on the passenger side, it will be a stationary object that looks like it is approaching to them. They do not understand the concept that they are moving and the object is not.

Dogs do that when smelling females too. So maybe he's gotten drift of a female in heat or something.

its because the air is going down there throat so fast that they can`t breath,so it looks like there trying to bite,but there just trying to catch there breath.
