There are lots of possibilities...
1) You are just very pale and the bottom of your feet are equally pale.
2) If You often walk without shoes on you can develop callouses which are often hard, rough and possible appear yellow
3) You had a cut which is now infected.
It's kind of hard to say without knowing what your feet look like.

There are a few possibilities. If you've been standing for a long time (like for hours on end), that can happen. It could also happen if you walked in some dirt or were wearing shoes with leather inside, like moccasins.
