The individual C=O bonds are polar because of the differences in the electronegativities of C and O. However, the molecule is linear. Since the bond polarities are oriented 180 degrees apart, there is not resulting net dipole in the molecule, and so CO2 is a non-polar molecule. C is the correct answer.
