There really isn't a "best" place to purchase a digital camera unless you are looking for something that is top of the line. If you just want a regular digital camera, I would suggest Wal*Mart, Best Buy, etc. I bought mine from Wal*Mart, it's a Sony Cyber Shot and it works great. You can find cheap cameras that have never been used and are still in the box on ebay, just make sure the seller has 100% positive feedback.

If you happen to live in the Greater Los Angeles Westside, perhaps a visit to a professional camera store would be in order, especially if you have a lot of questions about digital cameras, in general. Again, the salespersons are very knowledge and are not selling you an appliance. I'd recommend highly samys camera [samys.com], but be warned, you may never want to leave the store since there are so many choices and you can easily be overwhelmed: you see, it's the candy store for anyone seriously devoted to taking pictures with the latest state-of-the-art camera!

I am a semi-professional (I use the word semi, because I still maintain a day job). And I order all of my equipment and there's tons of it, trust me from www.adorama.com They are usually always the cheapest, they ship really quick, customer service is great. I have returned a couple of things that I just decided that I didn't want and no questions were asked (but this could have been due to the volume that I order from them). I think my account order history with them is well over $10,000. Going back several years and several upgrades of cameras and lenses... and darkroom equipment and then to digital, so you can tell, I really place my faith in them.

Go to a best buy or a circuit city and try out the digital cameras. Then note the manf. and model number of the one you liked and buy it online. You can find better deals online rather than electronic or department stores. Start with overstock.com

Depends- if you're looking for something for professional use, I'd say a specialty shop, but I don't think that's the case since you spelt "digital" and "camera" wrong.
Price wise Amazon. Simple.
Go to a store like Best Buy, check out the cameras there, find one you like, go home and buy it online.

In my opinion, buy from a store like circuit city or best buy, as they won't give you a hard time if you need to return it.
I personally like to find what I want then try to get it during a sale or find a rebate, usually I'll buy when I can save at least 10%.
