Nowadays the internet gives us a great chance to explore learning foreign languages.
you have access to good grammar explanations, podcasts, things like Skype that let you have talks with native speakers, news in the target language, etc., etc.
they way you decide to use all those resources depends on what kind of learner you are. And you must be consistent with it.

choose the best school, tutor or institution that gives lesson on the language of your choice. Make sure that they use the most appropriate modules which are participatory in all the four important modes of communication: Listneing, speaking, reading and writing. Give attention to whether they are highly participatory or not. I believe that physical presence is important to learn a language fast. You can attend lessons on the web but I think it is less effective than being in a class room situation where you find yourself competing with others and at the same time supporting with each other.

Immerse yourself in the language. Go to the library take out children's books in that language, watch children's programs in that particular language, find a radio station that is in that language..etc....watch movies, you can rent movies in just about any language you want.....go to online language studies or buy and download the language software from Rosetta Stone one of the best sites to learn a new language. Go to a community college and enroll in a course that teaches that language. There are endless ways to learn a new language........Good luck....

You can go to your local library and get some audio Cd's, designed to teach you a different language, and listen to them in your car or put them on your ipod. My mother did this because she works with a lot of people that speak Spanish. Listening to the Cd's and utilizing what she learned on a daily basis has really helped her.

BESIDES LIVING IN THAT FOREIGN COUNTRY,THE NEXT "BEST" WAYS:FIRST, BY LIVING EITHER WITHIN A HOUSEHOLD, OR, WITHIN A "CLOSED-IN",'ETHNIC' COMMUNITY IN WHICH THAT LANGUAGE IS PREDOMINATELY SPOKEN---PREFERABLY BY "NATIVE SPEAKERS" OF THAT LANGUAGE---OR,AS ANOTHER "NEXT BEST" SCENARIO: ACTIVE ENROLLMENT & PARTICIPATION IN AN "INTENSIVE"('immersion type') LANGUAGE SCHOOL PROGRAM , IN WHICH ONLY THAT LANGUAGE IS SPOKEN---OR, A FURTHER "NEXT BEST" METHOD = JOIN A FELLOWSHIP GROUP( ="LODGE") OF THE ETHNIC GROUP THAT SPEAKS THE DESIRED LANGUAGE---OFTEN TIMES, IN ORDER TO "CONTINUE THE LANGUAGE HERITAGE/CULTURAL TRADITIONS", THE LANGUAGE IS OFFERED AT EITHER A FREE, OR, AT A VERY LOW REDUCED COST BASIS!!!---YOU MUST HEAR TO DO IT UP RIGHT---IT'S SOo MUCH HARDER TO UNLEARN SELF TAUGHT ERRORS, AND THEN,LATER,TO RE-LEARN THE CORRECT PRONOUNCIATIONS,GRAMMAR,& SYNTAX --IF YOU TRY TO USE ONLY SELF TEACHING TEXTBOOK(s) !!!

I suggest getting textbooks, search online for an online tutorial of the language and get audio CD's like pimsleur or learn in your car series. And one suggestion to anyone who thinks of suggesting ROSETTA STONE... DO NOT get rosetta stone if you are a beginner no matter what the commercials say- it is NOT for beginners. It's way too confusing.
