When a person is a 'born again' Christian and born of water and the Spirit, they can speak in tongues whether it is for the edification of themselves, their Church, or other people who can understand the language they speak.
Other people within a Church are usually able to interpret a tongue even if they have never heard it before.
I know there are many sceptics but when you are a true Christian, God gives gifts that you cannot imagine which includes tongues ........take a look at "Gods Wonderful Gifts" on this website... http://groups.msn.com/allforourlordjesus
Someone said in their answer..."I have been a Christian on and off".....to them I say ...."Once a true Christian, always a true Christian". You have missed out on the truth and not been Spirit filled.

Jesus did not speak in tongues. The evidence that he had the Holy Spirit is that he spoke on God's Word clearly and distinctly.
When the Apostles spoke in tongues, it was always with the intent of spreading the Good News to those who did not understand their language. The common tongues at the time were Hebrew, Greek, and Latin. Even when they spoke in tongues, someone else had to translate, which shows that the purpose was to communicate to someone who did understand the foreign tongue. (1 Corinthians Chapter 13)
Babbling and ranting and raving is usually a sign of demonic possession. Besides, doesn't that sort of thing scare little kids? Children flocked to Jesus because they were comfortable around him. What does babbling prove or accomplish? Hmmm......

Praying in tongues is a gift of the spirit that wasn't given to believers until Jesus had ascended, it came to them on Pentecost. How to attain it, well it's a 'gift,' I know a few believers who have not been able to get the gift but I believe it is given when you ask. Personally I asked then relaxed and tried talking rubbish for a while, suddenly it was flowing and I couldn't stop. You have to step out in faith and just start talking, God will do the rest.

Jesus, being the sinless and perfect man, was able to communicate with the Father without speaking in tongues as there is no record that He had done so. Christians do not know what to pray for as they ought so the Spirit makes intercession for believers with groanings which cannot be uttered ie tongues (Romans 8:26). Christians who are baptized in the Holy Spirit will speak in in tongues as the Spirit gives them utterance. Speaking in tongues is not for people to hear but Christians in the spirit speak mysteries to God (1 Corinthians 14:2).

Speaking in tongues is a gift of the Holy Spirit. Only when you receive Jesus and thus open yourself to the indwelling of the Holy Spirit can He come to live in you and to bestow spiritual gifts on you. The gifts He gives us are not of our choosing (apart from wisdom, which we are encouraged to ask for specifically). If the Spirit gives us the gift of speaking in tongues, then we are so endowed. It is not a thing to aspire to, as your question seems to suggest, as to be open to if God sees fit to bless us in this way.
To those who claim that it is madness or some form of possession, let me say that an American friend of mine was once next to a person who started praying in tongues -- and the tongue in question was English! The person in question had never studied English and the English she prayed in was impeccable and free of any foreign accent. This is an indication that the tongues spoken through the Spirit are authentic.

I have been a Christian on and off most of my life, and while I am familiar with the biblical teachings of this during Pentecost, I really do not understand it or have never witnessed it.
That does not mean it cannot happen, I just do not think that it is a requirement. I also understand it is not babbling on and on and making no sense. From what I hear about it, you would be truly speaking another language that others could understand, not blurbing on and on.

Jesus prayed in his native tongue. Some Christians are gifted with the spiritual gift of tongues. This gift refers to speaking in an unknown language, not the tongues spoken on the day of Pentecost.
It is not the climax as some preach, it is one of many gifts.

Tongues is a spiritual gift from God. It comes as evidence that the individual has been 'Baptised in the Spirit'. This gift is only available for those who have given their lives to Jesus. Christians use this gift mainly in prayer and praise, it tends to come when you can find no other words in your own language to praise God with, i.e. you find it difficult to express yourself in English, so you express yourself in another 'tongue' as the Spirit gives utterance.
Jesus did not need this gift. He is God, He is the saviour, He is the Holy Spirit.

No disrespect but you can not rehearse this!!!!
It is G-d given or not.
It is a spiritual experience you could be in church one day and it all just comes flooding out..
Just don't focus on it too much just pray to G-d, believe on him and live good speaking in tongues may or may not come to you..
Somepeople fake it, and are what some people call "Fleshy" they are showing off what's on the outside not the inside..
G-d is not impressed with you speaking in tongues He is impressed with your heart...
Just love Him and show love to others this is the most important thing.

God is not the author of confusion.
God is God of order and understanding and a sound mind, and communion and self control.
How is blathering gibberish anything other than the opposite?
You have your answer yourself. If it was good enough for Christ to speak only with His intelligence and not some unknown tongue or rantings,, and He is our example and pattern, then it is good enough for us.
The "Pastors" you speak of sound more like "Imposters."
