Off..it's best to chock up the frame..and not the suspension.

I'd leave the tires on the ground, but put blocks under the frame to help support it and steady it. Otherwise all the weight is resting solely on the tires and the tongue stand.. If you blow a tire, the whole trailer sags and is out of level.

Blocking it up makes it more table and less likely to wobble, and if you lift the trailer an inch or so higher than it would sit if it was only on the tires, you'll take a lot of strain off the tires as well. I don't know if they would last longer this way, but it can't hurt.

The only downside is that you'll have to spend 10-15 minutes extra removing the blocks when it comes time to move the trailer again.
