The company I work for sponsors several sections of highway. It means that every few months they will get volunteers to walk the section of highway and clean up any trash, or other minor work needed to keep that section of highway looking good. It saves having to pay someone to clean the trash on the highways.
Companies will do it for the "free advertising".

Many organizations and companies sponsor a 1 - 2 mile section of a highway, and every few months people from that place go out and clean it up.

I think it means you and or a group of people pledge responsibility to "police" the area and keep it picked-up and clean.
Dedicated groups in our area do the same thing and I appreciate the work they do. I feel sad when I see garbage, styrofoam containers, beer bottles and cans, rugs, and papers obviously tossed by thougtless wart hog people.

In my area, southern NJ, it means that you pledge to clean up trash a couple of times a year along the roadside. At least, I think that's what you're referring to.
