Feed her only dog food, one meal in the morning and one at night, and measure out how much she gets. She's used to overeating so she'll probably become quite a beggar, but giving in and letting her overeat or giving her too many snacks and treats doesn't show love in the long run - it only shows that she's the boss.
Take her on a walk every day - she's a little one, so don't go overboard on the distance, but the more walking and running she does, the more muscle she builds, the faster she loses weight and becomes healthy again.
On the other hand - are you sure she's not pregnant?

well I have a little dog he is 18 pounds he gets 1 treat and 1/2 cup of dry dog food a day I also take him to the dog park to run 3 times a week and he is in great shape
