I'm 18 planning to pursue a degree while in the military.

Since the military pays 100% tuition assistance, really the only out of pocket is going to be books and supplies. As a result, you won't be able to use either the HOPE or the Lifetime Education credits.
Now, that said... there is a limit as to how much TA you're allowed each year. Most active duty folks have a hard time hitting that limit, unless they are doing graduate level work (credit hours are more expensive). But if you did hit that limit and have to pay over and above, then you could use the HOPE or Lifetime.
Remember, neither one of them will cover the cost of books!!
