Being a Russian rifle makes it much tougher, you might be able to google it and get a general date by lot of serial numbers, they might say these 4 thousand serial numbers were manufactured between this month and that month or something along those lines. NRA magazines regularly take famous and infamous military weapons and do fairly comprehensive articles but they don't tell you individual sn, they do it by lot also

Well if you look up some of the clubs & groups for the Garand & Carbine They can give you the Manucturer & the time it was built. After that? It's anybodies guess when you gun has been? #1 there were millions of them made, And rebuilt. #2 Many saw service again in Korea and into the 1950's. #3 Many surplus guns were sent overseas to rearm our Allies. Many a M1 or Carbine you see today may have been reimported. #4 No chance of finding each user. It may have started as pvt. Smiths gun, by 10 years later was assigned to pvt. Jones. Who knows???

If it's an American Military rifle there is a chance it can be traced back. BUT in order to do that you have to give us a lot more details to enable me to point you in the right direction..Manufactuer. Model, Caliber, Serial number, There are currently NO sites where you can get your desired information with only a Serial Number....

You might be able to find a general history on it like approx. date of manufacture by serial number and how many were made by that manufacturer. The only gun maker I have ever heard of that offers a history (date of manufacture, previous owners, etc.) on your firearm (for a nominal fee, of course!) is Colt Firearms.
Example, you can send them the make, model and serial number of your revolver with the fee ($100+) and they will send you a letter suitable for framing saying who used to own your gun. Example: Here's my money, now tell me the history of my Colt Python serial number: blah, blah, blah... Then the letter will state, for example:
Made in 1955 and previously owned by: F. Flintstone, Kilroy and... Billy the Kid. You might get lucky and learn that someone famous once owned your gun, Ex. 1911 Colt .380 Auto previously owned by George Patton. LOL!
