If you haven't downloaded and installed Internet Explorer 7, you'll need to do that before you have the option to use separate tabs. You can go to the Microsoft Windows Update site to download it.
http://www.update.microsoft.com/windowsupdate/v6/default.aspx?ln=en-us

When you have Internet Explorer (version 7) open, you'll see a box below the address window that shows the name of the website you're on. To the right of that, you'll see an "empty" smaller box. To open a new "tab", click on the empty box. To switch between tabs without using the mouse, you can hold down the Ctrl key and press the Tab key. You can do pretty much the same thing with two separate "windows" by holding down the Alt key and pressing the Tab key.

If you're using Internet Explorer 7 and you want to have links that you click open in a new "tab" instead of a separate "window", open Internet Explorer and select Tools, then Internet Options. Toward the bottom of the dialog box, you'll see a "Tabs" section. Click the Settings button. At the bottom, there is a section that reads "Open links from other programs in:". Click the option for "A new tab in the current window", then click OK to save the change. You might also want to play around with the option before the one I just mentioned - "When a pop-up is encountered:" to see whether you want to open pop-ups in a new tab or new window. I, personally, prefer a new window.... but it's up to you.

Hope this helps!

You need to download Internet Explorer 7.0. You can get it free from Microsoft's download site.

A lot of people also use Fire Fox, which has tabbed browsing.
