There is a tradeoff. As you add more salt to water (brine), its heat capacity is actually lowered, but you need some salt to lower the freezing point.

A 5% (by weight) solution freezes at about 25.4 degrees F
A 10% solution freezes at about 18.6 degrees F
A 25% solution freezes at 1 degree F, but has a specific heat of only 78.3% of pure water.

Anything greater than 25% and the specific heat will not be sufficient to pull heat away, unless you take extraordinary measures in insulation, and heat exchanging.
