i think its around the Orange County, Los Angeles County area (i think) and it has a really big chinese bell and its even kinda by a park.

Everyone is right about it being the Korean Friendship Bell in San Pedro. It's not on the beach though, it's on top of a hill and you can see the ocean from up there. Parking is limited. The park that you are asking about is on the far other side of the street from the bell. It would be a good walk since you are going up a very steep hill to get from the park to where the bell is.
It was in the movie The Usual Suspects.

Yep, its the Korean Friendship Bell in Friendship Park located at the south end of Gaffey St.

The Santa Monica beach and pier is really famous, are you talking about Groman's Chinese Theatre where all the celebrity hand prints are? That's in Hollywood.
