If you are not set on a style, you may want to look at some vintage styles. There are a lot of styles that cover the back and shoulders with lace (not all vintage are high neck). Some have long sleeves and some short.
Another idea is to find a dress you love and take it to a tailor/seamstress that specilizes in wedding dresses and have them add lace to the back. A good tailor/seamstress can do amazing things to a dress!
With a combination of makeup and lace I bet no one would even know you were covering anything up.
I'm glad you are proud of your colors, you should be and don't let anyone make you feel bad either. At the same time I think it is great that you are taking your family into consideration.

I got my wedding dress at David's Bridal. My mom asked that my tattoos be covered for the wedding which was fine with me. The whole top part of my dress was covered with lace. There is also a tattoo makeup you can put over your tattoo for your wedding. I have no idea how good it is but it is an option.
Also if you find a dress you like that is strapless then you can always have some lace or whatnot sowed over it to cover you up.

Dermablend will cover it up without having to wear a jacket. I went ahead and got a professional makeup artist to cover up my scars from being sick. She's using an airbrush which lasts all day and is charging me like $80 to do my makeup and the bridal party and parents.
There isn't really a way to cover up your back without a jacket or a high neck on the dress without looking stupid.
Perhaps you can get an opaque veil like a mantilla that covers most of your back and shoulders. You could still have a strapless dress but the tat would show at the reception when you took it off.

I had a similar problem, I have a huge surgical scar that goes to the base of my neck and I thought about trying to cover it. I had a hard time finding anything, especially bc the wedding was in July, finally my dress consultant at David's bridal just suggested I get a multi-layered veil, that was long enough to cover it. I don't think anyone noticed. I am not sure if that would work for you, so I looked online and found this site. All of them cover the back! I wish I had found it before now..good luck!

There are beautiful strapless dresses that come with a shrug that are like a little mini jacket that covers the entire top part of the back and shoulders. You can even buy separate shrugs to go with different dresses.

How about buying some heavy concealer and covering it? There is a kit you can buy for this that has a thin peice of latex that cavers the site. Or you can just go to your drugstore and see what you can find. I reccomend practicing before the wedding though!

They actually sell makeup that will cover a tattoo for such occasions. You may end up being uncomfortable in a full backed dress in May.

I'd keep looking. Another option would be to have a dress made especially for you. They fit a lot better and you could get exactly what you want. Off the rack stuff doesn't always work for you.
