The best way that i have found is to take away the diaper. Let him pick out his own special big boy pants. Then make a HUGE DEAL OUT OF IT EVERY TIME HE GOES ON THE POTTY! If he has accidents which he will just say that is supposed to go in the potty and dont make it a huge deal.. We went as far as marching around the house having a potty parade every time my daughter went on the potty!! She was trained in about 3 days and went to only wearing diapers for naps and bedtime.. She still has some accidents but she is not even 3 yet. I would try that and if that doesnt work try the sticker chart where whenever he goes he gets a new sticker and if he goes poopy in the potty he gets an extra big sticker. Let him pick the sticker and let him put it on the chart. Come up with a special potty song ours was "celebrate pee time comeon" Then we would march around the house having our potty parade!! MAKE IT FUN!!! Then they will want to go so they can have a " parade" good luck!!

get him checked by the doctor first to rule out medical issue/ once you know there is no issue. start taking him right before he goes. kids have a usual time my son is 4 and goes around 2pm daily. take him into the bathroom a few minutes before give him a book or a toy to distract him let him look at pictures or a special toy thats just for going potty. lots of grown ups read magazines or books while going potty its a distraction and helps the body relax and go
my husband has to read or he cant go so does my son
distraction is the key he will relax faster and go if distracted good luck and keep trying

Find a daycare that takes children who are semi-potty trained. That's what we did and within a week, my daughter was trained! It's good for them to be around others their size and watch them do it. Kinda like monkey see, monkey dodo
good luck

Is he afraid to poop? Does it hurt? It's possible he could have constipation issues. My nephew is 8 yrs. old and still does not poop on the toilet. He gets constipated and won't go on the toilet until finally he goes in his pants while playing or running around. I would reccomend not giving him a toy while using the bathroom. My nephew was given toys and would not concentrate on pooping. It's a good idea to reward them or praise them after pooping or even after trying.
If he is afraid because it hurts I would suggest to take him to the doctor if you haven't already.

i potty trained my 3 year old in one day. i placed him on the toilet every 15 min. if he sits on the potty, give him one M&M. if he goes to the bathroom, give him 5 M&M's. make sure you give him as much to drink as possible (water, milk, juice, popsicles...anything to make him "go"). the past month since then, he has only had 3 accidents and is now telling me that he has to go. now, that is only for peeing. pooping is what i am now trying to get him to do on the toilet
