can you put mac os on a pc that's got windows in it?

yes it can be done, however i believe it requires a pc with an intel core 2 duo processor however don't hold me to it, here is a link that should answer your question better, keep in mind its not as easy as popping a cd in the computer.

It's "illegal" to run osx on anything but a official, overpriced mac. The install process is very complicated.

Only the newest Mac's have this capability.

Yes, it has been done.
No, you are probably not going to manage to do it natively.
It was quite a complicated installation.
