is it best to use a swivel when using a fluke

More important than a swivel is fresh bait. Either spearing or killies. Personally, I don't use a swivel and catch plenty of flukes.

if you are really that worried about line twist you can use a swivel, but if your looking to add weight to make it easier to throw then either put a nail weight in the belly or a split shot a good 14 inches in front of it. Be careful not to crimp the line with the split shot though or it could result in Heartbreak

In my humble opinion, if you are throwing a fluke on spinning gear...YES use a swivel. I only use one on bait casting gear if I want it to sink a little deeper, and not loose any of the action by adding a belly weight.

Yes...if you are using a spinning reel this helps prevent line twists...I do not fish a fluke on a bait caster so I can not remark on that part...I always use a swivel...

Absolutly..YOU HAVE TO!!!!...theres a way to rig it though...you tie your main line to a swivel the come off that with about 18'-20' inches of mono leader..and tie DIRECT to your lure..when ever possible you tie the mono on the lure WITHOUT a snap swivel...snap swivels hinder the motion of lures when there tied directly on the lures..
