Are ministries required to tithe to other ministries ?

Legalism? Only if you do it with the wrong motive. God doesn't need your money, but you need to acknowledge God as your Provider. 10 per cent off the top is just a reminder that it ALL belongs to the Lord, you're just the manager. Tithe goes from the worshiper to the Church; not from ministries to ministries.

I am not a Christian, but I have gone to church with friends. I have gone to some churches where there is a donation box and its up to the people in the church to leave it with out being asked. I have also been to services where the preacher takes time out to mention that the donation baskets are being sent around, and I didn't bring any money with me that particular day. And I got stared down by this woman who after wards told me I should have given something because they need a new parking lot. Ironically the church I went to that didn't ask for donations, was a huge nice church. I saw a lot of people dropping in their tithee. Where as the one that was more mandatory, was run down. So yes I think some churches may be abusing the tith, as well as the congregation by trying to guilt people into donating.

Tithing, according to the Bible, is supposed to be done in a heart-felt and giving attitude; not because someone passes a plate or something like that throughout the church. I don't think that anyone should be on television, 'begging' people to give, or using tithing as a way to increase their personal bank accounts. And yes, I do think that we are supposed to be helping others out, not just keeping the offerings within our own perspective church congregations.

I have Jewish neighbor, her synagogue requires that each family or individual pays dues (once a year); for them to be a member of that congregation. That money is specifically used within the congregation. However, the collection of tithe money is not done during their Sabbath services, it is given directly to the Rabbi or Financial Secretary. Then that is donated to local non-profit groups.

In the Bible, it is known as the "First Fruits Offering".

Not really sure of what you are asking. I tith of my incress, in both money and time. I do so because God required it to be so, as well as I am please to give back just a little of the abundance that God has giving me.
