Make sure the driver has indeed committed a violation. If at a pedestrian crossing on an undivided street, the driver should stop if the pedestrian is in clear view (and you are not getting tail gated or you will be hit). On a divided highway (island half way across), the pedestrian does not become an "immediate hazard" until he has reached halfway across. At the corner also the pedestrian has to be halfway across when coming toward you to be considered a hazard. Walking away from your car, you can turn right behind the pedestrian. In some states you have to wait until the pedestrian reaches the other side of the street before turning right.

All you can do is call the police. However, erratic driving is a way of life in LA, so most likely nothing will be done. This is unfortunate, but true. LA is not a pedestrian friendly town, If you are a pedestrian, I would advise being extra cautious.

Write down their license plate number and call the police to get better enforcement. Better yet form a group of concerned pedestrians to lobby the local government to have better pedestrian crossing enforcement.

That is a big problem here. I love the cars that get feet away from you while you are trying to cross the street. I usually stop in front of the car and do a double middle finger at them. It doesn't solve anything, but I feel better.
I also have a problem in my neighborhood of people not even stopping at stop signs.

Get their license plate # then report them to 1-800-CUT SMOG. It won't do much for their bad driving, but they'll receive a fix-it citation from the DMV.
Call twice if they are true environmental polluters!
