Call the police. He has no legal right to deny you access nor to steal the deceased person's property. He is violating state laws. Contact the state Realty Board, the local Realty Board, the local licensing board, and the Landlord and Tenants Department in your state to file complaints.

Well we can hope that the landlord is honest. However what is to prevent him from taking anything. He could get into trouble. Personally I would not want the responsibilty if I was him. He could be acused of doing something he didn't under these circumstances.

That depends on how long the person has been deceased, how much effort the landlord has put into finding the beneficiaries, etc. But if you die today, or landlord could not take over your estate.
