Well Windows movie maker can do basic things.....
If youre willing to spend the money then I would use Adobe Premier Pro or Vegas 7.0+
Thats the fancy stuff...I like both but they are pretty professional and can create really high end vids.

For small stuff, windows XP comes with movie maker and Mac OS X comes with iMovie, you can find movie maker in the Accessories section of the start bar.

For amateur use, try Adobe Premier Elements 3.0. That' s the best on the market for a non-professional.
